There is no proper study or research is available on missing child/persons. So, today the exact figures of missing or untraced and traced child/persons are not available. There is an urgent need to undertake deeply studies.

There is need for enforcement agencies to evolve some kind of a mechanism in partnership with non-government organizations, social workers and government agencies. Therefore, the best option, in the given situation, is to develop partnership between NGOs and government agencies.

We want are trying to establish a “National Missing Cell” to control of serious problems of missing persons, research, help & support etc…

OBJECTS OF NATIONAL MISSING CELL

The main objects are to establish a missing cell-

To prevent human trafficking.

To aware the citizens to this serious problem of missing person/child and human trafficking.

To control the problem of missing person and their family.

To dovetailed into the data base. The database should be updated on a regular and systematic basis.

To establish a centralized cell and control a serious problem of missing person or human trafficking on national level.

To establish a National Tracking and Monitory System that would encompass the grass-root level in locating and tracing missing person.

 All work would be done with online (i.e. internet and website www.MissingFound.org) thus information reached to people immediate because online facilities is quick responding and worldwide without any delay and stability is 24hours and 7 days.

Counselor Centre       
 In our country illiteracy and poorness are a very serious problems. So, a big part have no knowledge of computer, e-media or have no easy facility of internet. Counselor Centre provides the direct help facility to any person of all on-line services and facilities or through phone line. Counselor Centre works on the basis of Call Centre. He receive all call, collect information, submit on website, take necessary action and given better suggestion with response, immediate.

 That is a natural true to force measure i.e. natural or manmade calamity, accident or other is a part of possibilities. So, we have required to a system that provides all information of all missing child/persons. This is a part of Missing Cell to collect information on any incident because that time there were no any person to update information of missing person or found person/body and also same phone number and also same website is working means that phone number and website is fixed without changes. So, every person has known to this national phone number and website to collect update and latest information after any incidents.

Research 
 There is no proper study or research on this serious issue of missing child/person. Perhaps, at present we have no easy sources to collect data or may be other problems as awareness, illiteracies etc…  Even today the exact figures of missing or untraced and traced child/persons are not available. There is an urgent need to undertake deeply studies. This cell would be research on this field and problems.

And also information receiving through e-mail/fax/phone/ sms, direct (face to face) and also collect from incident place

Data Processing Centre process the available data.
Transfer data to Data Transmit Centre and Statistics & Research Centre.
Conclusion from research would be transmit to all media, website, government agency, NGO and other authority.

PUBLIC DISPLAY SYSTEM OR PUBLIC INFO SYSTEM    
Public display system or public info system is a advanced technology or say first time may be use. This system will be providing the latest and emergency information related to missed child/person. All information of missing child/person is very urgent. Cell request to government authority to install a Public Display System on every public place i.e. Railway Station, Bus Station or other public place and configure website of missingfound.org or other programs which would be specially develop by Missing Cell. In that display system all information of missing child/person would be publish/display within few minutes after the submission of missing information.

Data Transmit Centre works would be done by the information of missing child/person or traced or found body distribute to all authority and listed panels i.e. Police, Website (MissingFound.org), Public Display System, Electronic Media, Print Media, Telecom Operator, ISP and other authority with NGO.

Steps of NATIONAL MISSING CELL

This grave problem may be minimized with the support of public. This is a mega project but possible. In our views, this project will be dividing in three steps like 1^st Model Project, 2^nd State project and 3^rd National Project.

Model project        
Model project is the first practical/trial of this project with limited facilities and features. This model project will be run in any city i.e. Lucknow, Kanpur, Allahabad or Varanasi. In my view Varanasi is the best for this model project because Varanasi is a historical & tourist place and also covered from Sonebhadra, Gorakhpur, Mirzapur, Lucknow, Allahabad, Bihar etc… and also belongs to criminal belt. Varanasi is a historical city and three Universities.      
 So, this model project of this cell will be run as help centre of missing cell with 10-12 Public Display System, phone or direct reporting/ counseling facilities, online information etc… with following  features and facilities

Online information with updating.
10-12 Public Display System on public place.
Online/Direct reporting facility
Counseling facilities.
First 6 to 12 months.
